Singapore's Formaldehyde Safety Standards and WHO Guidelines

Singapore's Formaldehyde Safety Standards and WHO Guidelines

What are formaldehyde limits in Singapore?

Singapore’s National Environment Agency (NEA) requires interior paints sold locally to contain less than 0.01% formaldehyde from 1 Jan 2026. The World Health Organization (WHO) and Singapore standards recommend indoor air formaldehyde levels not exceed 0.1 mg/m³ to protect health.

Formaldehyde regulations in Singapore and worldwide

1. The Global Baseline (WHO): The World Health Organization (WHO) sets the safety threshold at 0.1 mg/m³ (0.08 ppm) for a 30-minute exposure period. This is the internationally recognized limit to protect against lung function issues and long-term health risks.

2. Singapore’s Formaldehyde Ban (NEA): Effective January 1, 2026, the National Environment Agency (NEA) prohibits the sale and use of interior paints with added formaldehyde (levels must be below 0.01%).

3. The Singapore Standard (SS 554): The local Code of Practice for Indoor Air Quality (SS 554:2016) mandates that formaldehyde levels in air-conditioned spaces stay below 0.1 mg/m³ (0.08 ppm).

Formaldehyde Safety Levels: WHO & Singapore NEA Air Quality Standards

Formaldehyde Level (mg/m³) Context / Regulatory Body Impact on Residents
0.01 – 0.05 Typical "Clean" Home No noticeable health effects for most.
0.1 (0.08 ppm) WHO / Singapore NEA Limit Maximum safe level. Higher than this is a health risk.
0.3 – 0.6  High-Emission Renovation Watery eyes, scratchy throat, "burning" nose.
1.23 (1 ppm) OSHA Workplace Limit High risk of respiratory damage and asthma triggers.

Real-World Case Data in Singapore

Scenario Formaldehyde Level Health Status
Safe Home Target < 0.08 ppm Recommended for families and children.
Recent SG Renovation Case 0.72 ppm 9x safe limit; residents reported falling sick.
Extreme Renovation + Furniture Case 4.80 ppm 60x safe limit; required total furniture removal.
